If a show I posted has been available to DL over 10 days now, with the proper switch to stream set to on, it should have the streaming feature in place by now correct?

Yep, usually it takes less than half a day to generate the lossy derivatives. To fix that, go to "Edit item", scroll to the bottom and make sure you've allowed for derivatives. Then click "Item manager" back up at the top and follow the instructions for deriving.

You may need to actually check the item out, log in to the FTP, delete any mp3's/oggs that were created, then check the item back in before you derive, but it sounds like they never got created in the first place...
